I fell stupid because I've heard that so much, but I don't know exactly what it means. Like, I understand what you mean and what the word kinda means, but I would like to know the definition. Maybe I'll go find a dictionary.

Preemptive strike, I believe.
An emp is a general moment in time. emptive mean within that moment in time. preemptive mean before that moment in time. Preemptive Strike means a strike before a given moment in time, in most cases before someone else notices you, (i.e. you snuck up on an enemy.)
